I am interested in buying the Dawn of the Dukes DLC and was wondering if I can play as either the Bohemians or Poles in single player or creators mode.
Additionally, if there are any new techs associated with this DLC, will they be available in creators mode?
Yes.
Once you buy it, the two civs are yours to play in online, single player and their respective campaigns (along with an additional Lithuanian campaign).
Not 100% sure what happens in editor though.
Other than adding the civs for use there.
I assume it unlocks everything they have.

do you mean the scenario editor?
everything is already available in the scenario editor without any dlc.
you can place and modify with triggers units like coustilliers, flemish militia, serjeants, obuchs, chakram throwers, and you can enable technologies like szlachta privileges and kshatriyas with no dlc required.
you can see those in your scenario editor right now.
Enjoy the campaigns, they are a bit challenging at some moments but they are worth playing.
