I actually quite like this idea, maybe split the difference and have one researchable impact tech and some standard?
So many have UTs have fun gameplay implications that effect strategy but just aren’t ever seen!

I don’t dislike the take especially.
In essence it is “a great deal of UT suck, and those which do suck might as well be civ bonuses”.
That in itself isn’t particularly controversial.
But, I think some of those are gonna have a bigger impact than you might think at the moment.

I think timurid siegecraft would also be rather oppressive if it was available straight away in a treb war.
