Did you notice that the latest update included 36 secret achievements? This has typically occurred before the release of new downloadable content in the past, hasn’t it?
Yes, we know the next patch is coming out soon (and given its scope might be concurrent with the new DLC).
Dynasties of India, the last DLC, came out April last year, and given how Return to Rome plus this upcoming patch had a larger scope of works than previous DLCs, a years’ worth of development makes sense.
