My Computer’s Progress in Age of Empires 2 Did Not Transfer to My Xbox

I’ve been playing Age of Empires II on my laptop through Steam for a while and my Xbox account has been linked to it, so I’ve been earning Xbox achievements as I progress.
When the game was released for Xbox recently, I was surprised to discover that my account and progress wasn’t transferred over even though it was connected to my Xbox account.
I don’t want to have to redo the campaigns I’ve already beaten on hard difficulty.
What could be the reason for this?
