The Age of Empires II: Definitive Edition includes all of the original content plus brand new expansions and DLC.
There are a total of 14 additional pieces of content included in the Definitive Edition.
3 DLCs released and 1 will be released in future
DLCs prior to DE are included in DE.
That gives you 35 civs (and their campaigns).
So far, a new DLC roughly every year, to give 42, across 3 DLCs.
If you are considering buying the game, absolutely no need whatsoever to buy the DLCs to begin with.
