Horrible Delay Since Upgrade?

Since the recent update, it seems like every time I play a game, I experience significant lag and a 100% CPU usage issue. This makes the game virtually unplayable. I’ve attempted to stop my anti-virus from scanning Steam and I’ve optimized my graphics card to run Steam in High-Performance mode, yet nothing has worked. Is anyone else having this issue?
Yes unplayable for me. Huge bummer.
