Yes, they are a bit one-dimensional, but that makes them perfect to learn the two strong archetypes of play (cav & archers).
And even they are not as one-dimensional as they look, they might be strong with one specific gameplay, they can still be played in different ways to catch the opponent off-guard.
They both have access to Halbediers and Champions, in Castle Franks can field fairly strong Crossbows backed by a strong Feudal eco and Britons have a full blacksmith, they lack Bloodlines which limits their cav strength but that does not make them completely useless, far from it.
We also shouldn’t overlook that most civs are somewhat one-dimensional just based on the fact that they usually get bonuses for one or maybe to archetypes.
But, they all can still be played in different ways, they might be weaker then, but it can also surprise the opponent.
Looking at the winrates, Britons dont have a particularly high winrate and are not even the strongest archer civ (that would be the Mayans, but to be fair, they can also field Eagle Warriors), so calling them overpowered is a bit exaggerated.
They are just a solid Archer civ that is fun to play – extra range is fun and a Dark Age eco bonus helps with having an easier start.
Franks are probably a bit too strong, they have a high winrate overall and at least in this subreddit, there is a balance post about them every now an then.
They just have it all – very strong cav, strong eco with an early bonus and free upgrades (Farms & technically Bloodlines) and cheaper castles.
I think something could and probably should be done about that and maybe their Throwing Axemen could be buffed a little bit to make them more viable in exchange, that could also help with their one-dimensional gameplay.
I think balance is in a pretty good place right now, there are a couple of civs that need some small tweaks, but once that is done and the developers learn to release balanced DLC civs (or at least fix their balance faster), there won’t be much to complain about balance-wise.
I actually think one dimensional civs in the game are important because it gives beginners an easier place to start.
The only thing I agree on is that Franks are a bit too strong.
Other than that, I think it’s fun to have a couple of civs here and there that are very specialized.
Like, you can still counter a knight’s rush.
And you can defeat Briton archer rush with your own if you have thumb ring.
