Hello everyone, my friend and I are interested in playing a 2 player vs 2 AI skirmish.
Is it possible to do so or is it limited to co-op campaign?

It’s not in co-op, all you need to do is host the game in the lobby yourself.
Preferably make it private and invite your friend personally.
Easily.
Just create a lobby (multiplayer -> host game) and invite your friend to your lobby.
Then, you can set it up just like you would set up a a normal skirmish game against the AI.
The only thing different is that as the host, you can’t make decisions for your friend.
You can’t choose their civ, team, color, etc.
The human players can choose their own teams, civs, colors etc.
Remember to double-check the team affiliations to make sure you are actually in the same team before starting the game.
The team setting is just something which is quite easy to forget, I think. 🙂
Create a lobby for four people.
Then before starting the game, choose the same player number
