Back to work hotkey only sent some vils back to work

Unsure if I did make an error but I just garrisoned 6 vils to shoot my boar twice, a normal easy thing to do.
I then pressed back to work (F) and only 4 vils popped out, two remained and shot more arrows killing the boar.
They would only leave the TC with the ungarrison hotkey (G).

Sounds like they didnt have a task so they didnt leave.
Its safer to un garrison when doing boar.
That’s something strange I’ve noticed when vils don’t have a task assigned.
They seem to stay in the tc, I guess because there’s no work to go back to.
My habit is to use g for the boar for this reason.
Even for the Japanese?
