Fully Upgraded Burmese Halbediers shred cataphracts thanks to the +3 free attack bonus they get in imperial age.
Arbalests are the best counter to cataphract.
Slavs unique "Druzhina" gives their infantry splash damage to surrounding units, so halberdiers play is viable.
Halberdiers lose against cataphracts but there are exception civilizations such as Slavs and burmese.
