Mongols, sarracens, spaniards, chines or magyars.
They are all very complete civs.
Mayans
Malians.
Could be rough on very closed maps but everywhere else they’re above average if not top tier
The Germans because they’re the superior race
Mongols, steppe lancers
Probably Saracens because you have so many options.
Burmese another strong choice because I’m learning the ways of the clown.
I like teutons
Italians or byzantines probably.
Super versatile.
Great on water maps.
Have a lot of options on land maps.
Don’t exactly have crazy power units but can definitely pack a punch with BBC, archers, cav, monks, and counter units.
Mongols
It’s the only civ you need
Malians, and it’s not even close.
– One of only 2 civs with viable longswords.
Because longswords are fun.
– FU heavy camels.
Because getting raided is not fun.
– Bombard cannons.
So I don’t have to rely on castles for trebuchets.
– Hand cannons.
Because they are cool.
Pew pew!
– Great early game eco bonus.
– More gold to postpone trashwars.
– UU that fills a niche few other unit fill: fast unit that quickly takes out siege from a distance.
Particularly usefull against trebuchets and rams.
Throwing axemen, mamelukes, chakram throwers, and other siege units can also do this, but not nearly as well as gbetos.
At least this is my experience at 850ish elo.

I’d like to be able to play on both water and land maps.

Open tech tree.
Conqs are dope too.
Malay, it’s a fun civ with a lot of shenanigans.
And you just need a small pond to boom in fishtraps.
