This was an old Easter egg
The devs introduces it during April fool’s Day a few years ago and left it in as Easter Egg.
Think it appears every 100 or so loading screens.
I always felt that he look as if he applied a ton of Instagram filters 11.
It’s supposed to be the original one from AoK, but I 100% did not recognize him
