Weird Triggers of an Editor

My friend and I have been attempting to manipulate the Task Object feature for a while now, but we have not been successful.
Strangely, only one villager builds the tower, while the others just stand idle near the foundation.
Does anyone have a solution for forcing the villagers to construct the tower in the Scenario Editor?
It should be a simple task, but for some reason, it is not.
I don’t think that can be done in the editor alone with triggers, since you won’t have the foundation available for the location of the task object effect.
You could write a custom AI script to do this, though.
Or if you’re just doing an experiment, use Ctrl+Shift+F[1-9] to swap player perspectives and order the Vils manually.
