Video Game Experiencing Stuttering or Delays

Whenever I get rid of a building or click on the technology tree while playing an online game, there is always a delay of 2-3 seconds.
Has anyone else experienced this?
It is very annoying, particularly when I am attempting to move villagers to the Town Center.
If anyone has any ideas on how to solve this issue, I would be very grateful.
Have it too.
The Dev tryed to helped me and sayed i should try reinstall and deactivate tje Firewall.
Sadly it dident help.
Same issue here with my Laptop.
Since october ( Windows update).
There are some problems with AMD gpus.
Aoe2 is THE only game that offers problems for me.
