Lost Link Inquiry

I have noticed a lot of “lost connections” recently in ranked.
When I go and look at the other player that “disconnected” it usually looks like they’ve made a mistake like losing a vil to a boar.
Then they disconnect.
Are they turning off their WiFi so they lose connection and do not lose ELO?
