I like you Tibetan civ idea.
The free infantry armor is good.

Jurchens:
Bonuses
1.
Ok eco bonus, does make milling deer even better
2.
Wait don’t tatars get sheep for 25% longer?
This is that but better
3.
Cuman and frank bonuses in 1, really stepping on the toes of other civs now
4.
Decent military bonus, you’re not breaking the game after getting this.
UU: That’s a lot of armor+ HP for its cost, it is made slowly and it does have barely any los making it a worse raider than expected, personally it seems ok but maybe a slightly higher cost is warranted for being such a stats beast.
UT1: Steppe lancers are a lot stronger with this civ but iron pagodas didn’t need any better stats.
UT2: It’s ok, I’d much rather have recurve bow or mongol faster firing CA
Team Bonus: I’m guessing it only affects arb and crossbow upgrades?
Which means you save 125 food and 105 gold, strong team bonus.
Overall: Jurchens have good options thru the game, opening either archers or scouts and easily being able to scale into other units like steppe lancers or cheaper crossbows, a bit powerful but doesn’t seem overwhelmingly broken.
Tibetans:
Bonuses:
1.
Kinda like the Japanese bonus, not an extremely strong one but decent.
2.
You get 80 extra gold over time which gives you a much stronger drush or maa rush.
3.
Fine bonus which makes your maa rush even better.
4.
Cheaper monks+free pike armor opens up a great monk push in castle age, I like this.
UU: Stats wise this guy sucks, costs a fortune to train, takes an hour to make and doesn’t have amazing attack, but it can be useful on defense or with siege+halbs, situational unit but I like it.
UU2: Honestly this guy doesn’t sound great at all, loses conversion range for some attack, not much and he’s still squishy.
UT1: Sounds great defensively letting you train monks for defense and garrison troops in it which fire arrows from inside.
UT2: I think an infantry bonus would be better here, they lack any great options aside from monks and siege which cost a lot, the tech itself is fine but I feel like another one would be better.
Team Bonus: Good monk bonus but how much faster is this?
Overall: The Tibetans have great monks and defenses but don’t have any extraordinary rushing options available, infantry + monks + siege is what they rely on during most of the game.
They’ll probably go for drush fc, drush into archers or maa archers most games.
Concluding thoughts: Overall both civs don’t seem like they’re op, the jurchens do feel a bit bland and powerful with their bonuses feeling like other civs bonuses and them also having am extremely strong knight or crossbow power spike.
Personally tibetans seem like they’d be quite enjoyable and a good arena pick.

Otherwise its OP as hell.
The 170 hp boyar/tarkan hybrid with auto damage is just the cherry on top. 🤯
Seriously though, for the mill you could just say Mills cost -75w.
Refer to saracens.
And an interesting side note, mills are more durable than houses (hp and positive armour).
So will likely be worthwhile in emergencies to stop gap with mills instead of houses.

You have three diferent bonuses which are at their strongest in feudal age, and honestly would probably scrap two of them and still have a decent-ish civilization.
They also have a super strong archer rush as well as OP arbs in imperial age.
I also dont like having free stuff for units that arent that good, and your cavalry is quite average.
The Tibetans meanwhile could probably be buffed slightly but they may be fine.
Im not a big fan of the herdable bonus because of the overlap with Aztecs but its probably fine.
The UTs seem kind of meh and I also dont like how generic the civ feels in late game, they only have cheap monks.
Also again not a fan of having free techs for “average” units.

That said…
– Free bloodlines for Jurchens is broken, imho.
Frank scouts end up having 54 HP thanks to their bonus, which makes their scout rush very, very strong (when combined with other eco bonuses, which Jurchens don’t lack).
Sure, in scout wars they fall off once the opponent researches Bloodlines, but prolonged scout fights in feudal where upgrades come in are not that common.
Now, the Jurchens would open feudal with better scouts than the Franks, which don’t fall off.
Maybe having free Elite steppe lancer?
They would end up saving pretty much the same res as the Burgundian stable bonus.
– I’m not too sure about the iron pagoda, I think having blast damage when moving is broken, but other than that it seems like a boyar with more balanced armour, trample damage but less base attack.
I’d have to see it in action, but all in all it should be acceptable.
– The first UT for Jurchens is basically Farimba, for two units instead of three.
I’m not sure I like it, especially considering it applies to the iron pagoda, which automatically gets to the same attack as a boyar while having (imho) better armour on top of trample damage.
Maybe not broken, but a little too much.
Maybe make it something like +4 attack vs cavalry, to compensate the lack of camels and halberdier?
– The castle unique unit for the Bodpas is unnecessarily pricey for what it does I think.
Now, I’m not saying to make it as cheap as Obuch (which IS too cheap), but downgrading the cost would be nice.
Also I think that being able to repair your ally’s buildings would be fine, it’s something situational anyway.
– The UT in imperial is okay, maybe a little bland.
And a little pricey.
