During my recent game on Arabia, one of my teammates opted to stone wall and boom, indicating a lack of knowledge about how to approach the map.

This led me to consider the benefits of allowing players to exclude certain maps from their pool, which could greatly enhance the gameplay for the entire team.

Well yeah as long as this is the case some people will map dodge.

I do that quite a lot when there is bad pools (current one I love but the ones before were disaster), not much more there is left to do unless there is a change to matchmaking.

for people who dont want to/arent able to play a random map pool, theres lobby games

You can already do so by right clicking the map before queuing up for a ranked game.
