Can You Play Ranked Matches Exclusively with Local (Low Latency) Players?

As a South American player, I am frequently matched with Asian players, and the quality of the game when playing against them is often poor, especially during team games.
Is there any way to only play with players on the green or yellow servers?
Playing with such high ping makes it difficult to develop muscle memory for split commands.

Green/yellow/red clock and ping are two different things.
One is about pc performance and the other is about server location.
You can play with someone from your country and still have red clock if one of you has a bad pc.
And you can play with someone far away and have low latency if there is a server in between to which both of you have reasonable ping.
