Can Someone Explain Why Ballistic Weapons Have Always Existed, Despite Not Affecting Gunpowder Units, and Have a Name Referring to Bullets Rather Than Arrows? I Find This Picture and Name Misleading, Except in Portuguese and Spanish.

I’ve always found it confusing why a weapon called ballistic, which references bullets more than arrows, has never had any effect on guns or gunpowder, only archers.

    Why is this the case?

It seems like the only places that have any real ballistic technology are Portugal and Spain.

Could someone please explain this to me?
