In order of importance
1.
Introduce another basic unit to form an actual rock-paper-scissors triangle.
It does NOT make sense that one of the alleged three pillar units of water play is A SUICIDE UNIT.
You cannot mass them.
You don’t have effective army with them.
They should be a complementary unit.
Water will never feel great until this is changed, period.
2.
New water resources.
The way that makes more sense to implement this is by adding gold spots in water, workable by Fishing Ships (for example whales in AoE3).
This is kind of a must to make water play interesting but before that it should at least be playable by adding point 1 (no, water is currently not playable, making just one of two available units is not AoE2-level-of-strategy/gameplay)
3.
Divide economic and military units/techs into two different buildings.
This is not mandatory but would be quite interesting and make more sense than 2 page docks.
4.
Fishing Ships can build Sea Towers and Walls.
This is the least necessary but would add a bit more variety of strategy in water maps.
I like mbl’s easy-bake solution: just remove fish from the game.

The biggest issue with Water is snowball is so hard both economically and in terms of map control.
The biggest issue with maps like Mediterranean and Baltic is the water ranges too much of the land.
There are few good maps that both.
Pants, Four Lakes, Kawasan are great water maps.
Titans League Nomad looks good to.
Nile Delta is almost there needs a little more land.
