AI Loses Functionality After Rebooting Multiplayer Game on Xbox

I am having an issue with a multiplayer game I am playing with another person.
After restoring the game, usually only with one other actual player, the AI seems to be lacking in intelligence.
It won’t progress to the next age and has many idle villagers and soldiers.
I have the Series X console, but since restoring a game on it causes my game to crash, my partner has been saving and restoring the game on an Xbox One.
Any assistance would be greatly appreciated.

This has been a recurring bug on PC version for a while.
Especially on non standard maps.
Usually if a friend drops in an AI game we just restart rather than restore.
Also does anyone know when a patch would come out?
The game crashing on Series X is another issue that bugs me.
It’s like there is no good way to restore a multiplayer game.
restoring games never worked well, specially with AI´s involved.
Also the crashes are very common now .
