Will Gamepad Controls be Available on the PC Version?

I was curious if the Xbox games were also going to be released on PC, which would make playing on Steam much simpler.
Seems to be only the MS-store AoE, not for Steam users.
Or something to that effect.
Only if you play via the Xbox Cloud on PC
