Which Civilization Should Receive a Free Upgrade to War Galleys?

Once a civilization reaches Castle Age in Age of Empires, they obtain the War Galley upgrade without cost and immediately.
This would not disrupt the balance of land-based civilizations, but it could potentially increase the number of viable water-based civilizations by one.
My suggestion would be Spanish, as they do not have an economic bonus, so it would not be too overpowered.
I’d rather not have that be free, but discounted 80%.
You can kite and micro wity normal galleys well but not War Galleys.
Spanish do have an eco bonus for Nomad where they might want Galleys though—building the TC faster puts them ahead.
Give it to Saracens or Berbers.
They’re classed as a naval civs, but have pretty mediocre naval bonuses compared to the others like Italians, Portuguese, Spanish.
Give it to the Slavs, because their naval tech tree is meh and they have no bracer.
This gives them 1 nice thing for water!
Not to the Spanish!
They already have those monster Canon Galleons, and it would make it harder to deny them.
No, give it to the Berbers, as u/humanarnold suggested.
Funnily enough, the first civ that came to my mind was Spanish too.
Balance aside, I just think Spanish should be a water civ in exactly the same way Italians and Portuguese are.
Hell, the biggest colonial empire was the Spanish one way before the English got their ways.
But their only direct water bonus is Cannon Galleons having faster projectiles smh
No existing civ should have it, that’s such a big swing in some maps.
Especially not Spanish, they’re already bad enough on Nomad!
