Trouble with Accomplishments

I would like to mention two things regarding my achievements. Firstly, my Steam achievements are not being synchronized with my Xbox achievements. Can you tell me the reason for this? Secondly, my friend was able to obtain the Tours achievement despite only playing the William Wallace campaign. Is this a bug that resulted from the new update?
