I’ve attempted to use a variety of strategies to combat the issue, such as deploying multiple onagers, utilizing BBCs, and deploying trebuchets, but all of these have proven ineffective as the onagers quickly decimate any close-range units and the trebuchets are outranged by effective counter-ranged units. What other options do I have?
Scorpions and Halbs is your answer. Scorps get bonus damage and pass through damage. Halbs are the natural counter and meat shield.
Alternatively, Genoese Crossbows consume elephants en masse.
You shouldn’t let them mass elephants. Also this is heavily depends on the map too. For instance, in Black Forest generally onagers counter them easily because the war area tends to be tight. Also, elephants are slow and you should take advantage of it. Converting them with monks really messes up their army, but I suggest you to throw some military (like halbs) to death in order to convert them easily.
Halbs and monks? Elephants are crazy expensive to masa and die to trash counter.
Flaming camels do great against massed elephants
kill them before they can mass the most expensive unit in the game
What does bbc mean?
Have you considered combining halbs and siege onagers? Halbs have really high bonus damage against elephants, if you mass both and micro properly, elephants should have basically no way to counter.

How do elephants ‘outrange any decent ranged counter’, exactly?
It’s the easiest unit to counter (pokes +monks) unless you are sleeping
Don’t play Amazon Tunnel would probably be a good start.
Total War has a great way of dealing with OP elephants. If appropriately scared (surrounded, high damage, etc) they will go crazy and ‘run amok’, basically trampling friend and foe in any direction. It makes them a risky venture.
