All of the African civs immediately after reaching castle age. (Ethiopian bonus/xbow, Malian tech options, Berber bonus/UUs).
Spanish after dropping a castle (Strongest UU in the game).
Dravidians and Malays each time they age up (200 wood for Dravs, and momentum/elephants for Malay).
Bohemians after getting castle-age chem. (+1 attack destroys knights).

Tatars in castle age immediately get thumb ring for free which is really strong. Also getting free parthian tactics in imperial is another pretty decent power spike for them.
Poles sriracha privileges
Bulgarian free MAA upgrade as soon as they reach feudal. In the hands of a decent player they are a huge headache.
The best powerspike is when Burgundians push the button.
