Do I Need to Purchase Unlocked Campaigns to Play on Xbox Game Pass?

When I’m playing on Xbox game pass, do I need to open up certain campaigns? I still have a lot to do, however I noticed that India, West Europe, and East Europe are not accessible. Do I have to purchase these or is this an issue?
Those Campaigns and civs require DLCs to be purchased
DLC. And VERY worth it. The effort that went into them is something else.
