Cannot Choose a Civilization (Xbox Definitive Edition)

After completing the tutorial, I found that only four civilizations (Italians, Teutons, Vikings, Tatars) were accessible to me, while the rest were grayed out.
Whenever I tried to select one of them, a store page would show up, but it would never load and an error message would appear.
Does anyone else experience this issue or know of a solution?
